Introduction

We would like to invite you to take part in an activity, the Network of Interest (NoI), being carried out by WENDY, a 3-year project funded by the European Union within the framework of the Horizon Europe Research and Innovation programme.

The WENDY Network of Interest (NoI) is consisting of experts, regional and national regulators, industrial actors, energy communities, and other stakeholders from the wind energy sector. NoI members are brought closer to each other, and advice and interact with the WENDY hubs’ communities (in Italy, Spain, Norway, and Greece), which comprise an innovative, “democratic” forum and a knowledge-sharing inclusive environment.

Your participation is entirely voluntary, and the time commitment is entirely up to you. Similarly, the nature of your involvement can be tailored to your preferences. There is no binding commitment, and you are free to leave the network whenever you wish. Feel free to ask any questions if there's anything you don't understand.

You have been invited to join the WENDY Network of Interest (NoI). The current document outlines the Terms of Reference that will help you understand what this network involves before you decide to participate. Please take the time to carefully read this document and ask for any clarifications you may require.

 

WENDY at a glance

Project: WENDY – Multicriteria analysis of the technical, environmental and social factors triggering the PIMBY principle for Wind technologies (GA Number 101084137).

WENDY aims at unravelling the factors triggering social acceptance of wind farms through an in-depth analysis at three dimensions: social sciences and humanities, environmental sciences and technological engineering. For that, the project implements a series of local actions promoting the wider adoption of the project solutions, including guidelines, reports and handbooks to boost the understanding of wind farms decision making processes, and enhance energy citizenship. This is supported by the development of the spatial multi-criteria WENDY toolbox: a tool able to identify the optimal turbines’ siting with the minimum environmental impact and highest social acceptance likelihood. All developed models, methods, guidelines and tools are validated through 10 wind projects spread across 4 countries. These have been selected considering several parameters, such as geography (north vs. south Europe), maturity stage (viability phase / planning phase / short-term operation phase / long-term operation phase); type of wind energy (onshore / offshore – floating, fixed-); and co-existence with other activities (agriculture, fisheries, energy communities). In these locations, outreach activities tailored to their specificities are performed, creating the “WENDY Knowledge Hubs” which incorporate citizens, local authorities, business owners, and value chain actors of wind energy. WENDY Hubs serve as a baseline for the WENDY Knowledge Exchange Platform, a forum that is developed to facilitate the exchange of knowledge between decision makers and key stakeholders within wind farms planning processes.

For a successful implementation of the project activities, the whole value chain and the best-in-class expertise is involved in the project consortium, including 9 partners from 6 European countries: 1 Large Company (EGP), 2 SMEs (WR, Q-PLAN), 1 University (CBS), 2 Research and Technology Organisations/ RTO (CIRCE, NINA), 1 Energy Community (MEC), 2 Non-profit organisations and associations (NOWC, APPA).

In this context, the Network of Interest comprises of a range of relevant stakeholders in the field of wind energy with activity in both local and European settings, who are strategically involved in key stages of the project to contribute with their expertise and experience, whilst expressing the needs for the successful deployment of community wind energy projects.

Role and benefits

Role

The WENDY Network of Interest was set up and operates as a liaison structure for stakeholders and experts to share their knowledge and expertise with the WENDY project in key deployment stages, through processes related to validation, networking and knowledge exchange.

The role of the NoI in the context of the project may be summed up as follows:

  1. Populate the WENDY Knowledge Exchange Platform and contribute to its various components, such as:

    • the Repository of knowledge that includes sources and tools in the field of wind energy;

    • the Atlas of Wind Farms that have achieved high level of social acceptance: it provides information and can be updated with new additions;

    • the Virtual Forum that enables the involvement in the cross-regional networking, the knowledge exchanges, and the dialogue among community wind energy stakeholders.

  2. Participate in “Thematic Groups” in several topics about wind farms, such as:

    • Community rewarding schemes

    • Social engagement and participation

    • Synergies with authorities and industry

    • Wind energy technologies and solutions

    • Financing schemes and funding options

    • Business models for community wind energy projects

    • Environmental impacts of wind power

    • Policies and initiatives

The above list is indicative and not exhaustive and will be amended in accordance with the NoI members’ preferences, and the WENDY Cases (Pilot and Replication cases) needs. Upon registration, NoI members will acquire a digital profile within the Knowledge Exchange Platform containing some of their personal details that will be publicly accessible to all KEP visitors: Full Name, Position, Country, Wind Energy Stakeholder Group. The NoI members will also be requested to provide personal information such as their e-mail, gender, organisation and how did they learn about the NoI, in order to register to the platform. Moreover, they can WENDY NoI - Terms of Reference and Management 6 optionally add their profile picture and LinkedIn profile as well as briefly describe their interests and motivations.

 
  1. Project Validation activities that will be done through the “Knowledge Hubs” covering key topics related to the planning/design, development/implementation, operation, and maintenance of wind energy farms, focusing mostly on the community-owned ones. The “Knowledge Hubs” will leverage their expertise to (a) validate WENDY actions, and (b) provide mentoring to our pilot and replication cases, fostering their vision for achieving the 2050 decarbonisation goals.

  2. Networking activities by participating for example in matchmaking activities, seeking funding or collaboration.

  3. Mentoring activities that will include participation in a peer-to-peer mentoring programme. Experts with past or current experience in wind energy projects will engage in peer-to-peer learning activities, matched with the WENDY pilot cases under development. Such activities will include sharing information and experiences through various forms (e.g. online meetings, work shadowing, study visits).

  4. WENDY dissemination activities to boost the spreading of the project’s impact as well as to support the replication of WENDY concept and knowledge outcomes (e.g. methodologies, approaches, tools, etc.). To fulfil this role, it is foreseen that the NoI members, during the course of the project, will operate mostly through digital means, and participate in activities on a voluntary ad-hoc basis.

Terms of membership and Management

Terms of membership

The NoI shall be composed of actors across the wind energy community coming from diverse backgrounds to offer a blend of expertise. These experts will provide WENDY with valuable feedback aimed at aligning the project’s outcomes with the needs of stakeholders. Membership will remain open during the project and the engagement and selection criteria are:

  • Educational/training expertise in Wind Energy

  • Practical experience in Wind Energy

  • Interest for participation/involvement/partnership in Wind Energy.

 

While members of the NoI may be recognised by their affiliations with key organizations, they serve to the NoI in their individual capacity to represent the interests and views of their broader stakeholder communities. This aims to foster a more open and unrestricted discussion. Members of the NoI may not delegate another person to carry out the role expected from them or be replaced by any other person. Members of the NoI are appointed for the entire duration of the project (till the end of September 2025).

The contribution of NoI members is on a pro bono basis, apart from the cases in which physical travel may be involved. In such cases, the travel and accommodation expenses of NoI members will be reimbursed by the project. Moreover, participation in the NoI is entirely voluntary. The time and level of involvement of the members of the network depends entirely on their willingness and preference. There will be no adverse consequences if an NoI member decides not to participate in any activity or to withdraw at any stage. In fact, NoI members may withdraw their participation at any time by informing the NoI Manager. They may also request for their data to be withdrawn without giving any reason and without prejudice. Anonymous data already collected will be kept for the purposes of the project, given that this information cannot be traced back to a specific person. However, no further data or input will be collected, nor any other procedure will be carried out in relation to the specific member. More information regarding the data privacy policy can be found in the accompanying document that accompanies the informed consent form. The signing of the informed consent form is mandatory for a registration to be considered valid.

 

Management

The NoI is managed by the NoI Manager that facilitates the communications and interactions between the NoI and the consortium, ensuring that members are not overloaded. The NoI Manager will also ensure that for each project’s task requiring input from the NoI, the partners have beforehand prepared an action plan and all necessary briefings and material. Only then, the NoI Manager will introduce a partner who may directly communicate with the NoI in order to achieve the expected goals at each time.

  1. How we collect your personal data

In the frame of WENDY, we collect your personal data both directly and indirectly:

Directly. We obtain personal data directly from individuals in a variety of ways, including but not limited to the following cases:

  • an individual subscribes to our newsletter/s;

  • an individual registers to attend in meetings and events we host and during attendance at such events;

  • we establish cooperative relationships with an individual;

  • we provide professional services pursuant to our contract with the European Commission;

  • an individual participates in an interview or survey organized by us.

Indirectly. We obtain personal data indirectly about individuals from a variety of sources, including:

  • our research partners;

  • our networks and contacts;

  • public and open data sources such as public registers, news articles and internet searches;

  • social and professional networking sites (e.g., LinkedIn).

  1. What types of data do we collect?

We only collect the data that are necessary for the smooth implementation of our project. These data fall into the following categories:

  • contact details (name/ surname, e-mail address, street address, mobile phone number, landline phone number);

  • professional information (job title, organization, field of expertise);

  • demographics (e.g., age, gender, nationality);

  • information about what a person knows or believes.

  • videos and photos (e.g., from people that attend our events).

 

  1. Bases of lawful processing

We process personal data on the following legal bases:

  • Legal obligations – for processing activities required for compliance with applicable national and European legislation as well as with the specific legal and regulatory framework of the European Union’s Horizon Europe Research and Innovation funding programme.

  • Consent – for processing activities such as organization of surveys and interviews, completing of questionnaires and dissemination of project’s results.

  • Contractual obligations - for processing activities such as reporting to the European Commission and complying with project’s publicity obligations.

 

  1. What we do with your personal data

We process your personal data with the purpose of:

  • conducting research (e.g., interviews, surveys);

  • disseminating our project’s results to different types of stakeholders;

  • sending invitations and providing access to guests attending our events and webinars;

  • administering, maintaining, and ensuring the security of our information systems, applications, and websites;

  • processing online requests or queries, including responding to communications from individuals;

  • complying with contractual, legal, and regulatory obligations.

 

  1. How we secure your personal data when we process them

We continuously apply a personal data risk assessment process to identify, analyse, and evaluate the security risks that may threat your personal data. Based on the results of this risk assessment, we define and apply a set of both technical and organizational measures to mitigate the above security risks, including but not limited to:

  • Data Protection Policies to guide our personnel when processing your data;

  • Written contracts with organizations that process personal data on our behalf;

  • Non-Disclosure Agreements with our personnel;

  • Back up process, antimalware protection, access control mechanisms, etc.

  1. Do we share personal data with third parties?

We may occasionally share personal data with trusted third parties to help us deliver efficient and quality services. When doing so, we ensure that recipients are contractually bound to safeguard the data we entrust to them. We may engage with several or all the following categories of recipients:

  • parties that support us as we provide our services (e.g., cloud-based software services such as Dropbox, Microsoft Sharepoint, Google, ownCloud);

  • our professional advisers, including lawyers, auditors, and insurers;

  • dissemination services providers (e.g., MailChimp);

  • law enforcement or other government and regulatory agencies or other third parties as required by and in accordance with applicable law or regulation;

  • the European Commission according to our relevant contractual obligations;

  • the partners of WENDY project’s consortium.

 

  1. Do we transfer your personal data outside the European Economic Area?

We do not own file servers outside the European Economic Area (EEA). However, we may use cloud and/or marketing services from reputable providers such as SharePoint, DropBox, MailChimp, Google, etc., both inside and outside the EEA. We always check that such providers comply with the relevant GDPR requirements before using their services.

  1. Your rights

You have the following rights regarding our processing of your personal data:

  • Right to withdraw consent – You can withdraw consent that you have previously given to one or more specified purposes to process your personal data. This will not affect the lawfulness of any processing carried out before you withdraw your consent.

  • Right of access – You can ask us to verify whether we are processing personal data about you and if so, to have access to a copy of such data.

  • Right to rectification and erasure – You can ask us to correct our records if you believe they contain incorrect or incomplete information about you or ask us to erase your personal data after you withdraw your consent to processing or when we no longer need it for the purpose it was originally collected.

  • Right to restriction of processing – You can ask us to temporarily restrict our processing of your personal data if you contest the accuracy of your personal data, prefer to restrict its use rather than having us erase it, or need us to preserve it for you to establish, exercise or defend a legal claim. A temporary restriction may apply while verifying whether we have overriding legitimate grounds to process it. You can ask us to inform you before we lift that temporary processing restriction.

  • Right to data portability – In some circumstances where you have provided personal data to us, you can ask us to transmit that personal data (in a structured, commonly used, and machine-readable format) directly to another entity.

  • Right to object – You can object to our use of your personal data for direct marketing purposes, including profiling or where processing has taken the form of automated decision-making. However, we may need to keep some minimal information (e.g., e-mail address) to comply with your request to cease marketing to you.

  • Right to make a complaint to your local Data Protection Authority (DPA) (see https://ec.europa.eu/justice/article-29/structure/data-protection-authorities/index_en.htm) regarding any concerns you may have about our data handling practices.

To ask us to do anything of the above, you can contact us by email: genitsaris@qplan-intl.gr. We will promptly examine your request against the relevant requirements of the laws and regulations governing privacy and personal data protection. We will answer the latest within 30 days of receiving your request. We will ask from you some identification (e.g., photocopy of your identity card or passport) to avoid non-authorized reveal of your personal data. If due to the complexity of the request or a multitude of requests, we are unable to respond promptly, we will notify you within 30 days of any delay, which in no case may exceed two months from the expiration of the 30-day deadline.

  1. How long do we retain personal data?

We retain personal data to provide our services, stay in contact with you and comply with applicable laws, regulations, and contractual obligations to which we are subject. Please note that we have an obligation to retain data concerning projects funded by the European Union’s Horizon Europe Research and Innovation funding programme for up to five years after the end of the project (unless auditors request further retention). After the expiry of the retention period, and unless further legitimate grounds for retention arise, we will dispose of personal data in a secure manner.

  1. Disclaimer of liability for third party websites

Although our site may contain links to third–party sites, including the sites of the consortium partners, we are not responsible for the privacy practices or content of these sites, and we expressly disclaim any liability for any loss or damage that may be caused by the use of these links. We do not monitor the privacy practices or the content of these sites. If you have any questions about the privacy practices of another site, you should contact the site’s responsible personnel. We suggest you read the privacy policy of each website you interact with, before allowing the collection and use of your personal data.

We may also provide social media features that allow you to share information on your social networks and interact with our project on various social media sites. The use of these social media features may result in the collection or sharing of information about you. We recommend that you check the privacy policies and regulations of the social networking sites you interact with, so that you can be sure that you understand what information may be collected, used and disclosed by these sites.

  1. Children

We do not knowingly collect, use, or disclose information from children under the age of 16. If we learn that we have collected the personal information of a child under 16 we will take steps to delete the information as soon as possible. Please immediately contact us if you become aware that a child under 16 has provided us with personal information.

  1. Revisions of this Privacy Policy

This Privacy Policy is valid from 10.11.2023 and replaces any other previous notification that we may have issued in the past regarding our personal data management practices. We reserve the right to revise this Policy at any time.

In case of any change in the current version, we will inform you by email, indicating the date of entry into force so you know when the most recent revision occurred. If there are critical changes in this Policy or if our data practices change significantly in the future, we will notify you again by email.

We need your data to contact you in order to plan and carry out the aforementioned network and its activities and to resolve any ambiguities, questions and other issues that may arise after being designated as a member of it and as a result of the participation in it and its activities.

We would like to learn more about your perceptions and beliefs around wind energy. Your contribution and feedback will help us to organise the Network of Interest (NoI) and involve you in it. The WENDY Network of Interest was set up and operates as a liaison structure for stakeholders and experts to share their knowledge and expertise with the WENDY project in key deployment stages, through processes related to validation, networking and knowledge exchange. The role of the NoI in the context of the project may be summed up as follows:

  • Populate the WENDY Knowledge Exchange Platform and contribute to its various components, such as: the Repository of knowledge; the Atlas of Wind Farms; the Virtual Forum that.

  • Participate in “Thematic Groups” in several topics about wind farms.

  • Project Validation activities that will be done through the “Knowledge Hubs” covering key topics.

  • Networking activities.

  • Mentoring activities that will include participation in a peer-to-peer mentoring programme.

  • WENDY dissemination activities to boost the spreading of the project’s impact as well as to support the replication of WENDY concept and knowledge outcomes.

  • Events organized in the frame of NoI, where pictures/videos may be taken as evidence of any activity itself and as possible promotional material for the WENDY project.

We also need to record your data to keep track of the implementation process of the Network of Interest.

The project’s deliverables that will be linked with the activities and outcomes of the Network of Interest will not include any personal data or any other information that could identify you.

We may share your data with a few other WENDY project partners that are also involved in the activities of the Network of Interest, and will participate in the drafting of the relevant deliverables. We are also obliged to grant access to your data to:

  • EU officials such as our Project Officer for purposes related to project’s evaluation;

  • EU agencies and other authorities for project’s auditing purposes.

We would also be very happy if you gave us your consent to contact you in the future to ask you to participate in other project’s activities (e.g. surveys, interviews, etc.) and also to inform you about the project’s progress (e.g. by sending you a newsletter or similar messages).

Furthermore, as we consider you to be a key stakeholder in the field of wind energy, and energy stewardship social acceptance of wind energy farms, we would like to form a stronger bond with you, so we ask for your consent to contact you for participating in similar projects that we may undertake in the future.

 

How can you withdraw your consent?

You should know that you can withdraw your consent at any time by communicating either on the phone or by email with the responsible persons listed in the previous page. With regards to the informational messages and newsletters you can always opt out by simply clicking the link ''Unsubscribe'' or something similar included at the end of all the relevant messages.

Declaration of Acceptance

I pledge that I will participate in the WENDY NoI on voluntary basis and in my individual capacity, being free to withdraw at any time without giving a reason, and as such, I may not delegate another person to carry out the work or be replaced by any other person without prior written agreement with the WENDY consortium.

I certify that no conflict of interests exists that could be considered as prejudicial to my independence in acting as a member of the WENDY NoI.

I undertake not to divulge any information given in the context of the work of the NoI, unless the WENDY consortium agrees to release me from this obligation, and to respect the confidentiality requirements.

I declare to accept entirely and with no reservations my appointment as WENDY NoI member as described in the Terms of Reference.

I consent that any input or contribution I provide as a member of the WENDY NoI may be used by the WENDY consortium for reporting purposes or to align the services and tools offered by WENDY with the needs of final users to ensure that they make the most out of its value propositions.

I consent to the processing of my personal data needed for my participation in the WENDY NoI signing the Informed Consent Form. A detailed description of how Q-PLAN handles personal data of NoI members is presented in the relevant Privacy Policy.

I confirm that I have been given a full explanation of the purpose of the project’s activity. I have read and understood all parts of this declaration.
